The artists email address is on the link that you have given.

Why not write to him/her asking?

After all, it is he/she who knows how it is done.WERE CAN I FIND A TUTORIALS TO CREATE IMAGES LIKE THE LINKK BELOW?
Unfortunately, this is a VERY unique style and not many artists do tutorials.

My best bet would be to start experiment with paint or photoshop to create similar art with your own touch and style put into it.

For painting, I would say use some acrylic paints: make the background using thick brushes then proceed to use similar colors to create the body. As for the splatter, put some acrylic paint on a toothbrush you dont use anymore and pull back the bristles on the brush. Little splatters will be flicked onto the painting when you let go.

For photoshop, I would go to deviantart and download some paint-like and splatter photoshop brushes and use lots of layer.
Those are digital paintings done with a tablet. You won't find a tutorial for something like that because it's just too complex and entirely by hand, so to speak.
